Billie Brown is an accomplished entrepreneur and founder of EXCEL Management Services, Inc., a minority and woman-owned staffing and program management firm. For over 20 years, she’s been dedicated to helping disadvantaged youth and ex-offenders find meaningful job opportunities in Richmond, VA, and beyond.

Billie holds an MBA from Simmons College and has over 30 years of experience in financial management, with roles at Raytheon, Roxbury Youthworks, and Staffing Solutions, Inc. In 1999, she launched EXCEL, which has secured federal contracts with the Department of Veterans Affairs and the U.S. Army.

In addition to her business achievements, Billie founded Another Chance to EXCEL (ACE), a non-profit that provides training and employment opportunities for at-risk youth and ex-offenders. Through the ACE Urban Garden Project, she’s helped deliver over 100,000 lbs of fresh produce to underserved communities.
